Russia delivered the S-300 system to Syria on October 1, 2018; this delivery was conducted in response to the downing of their IL-20 reconnaissance plane on September 1.
The Russian Ministry of Defense blamed Israel for the downing of the IL-20 along the Latakia coast. According to the Russian Ministry of Defense, an Israeli F-16 used the IL-20 for cover during their attack on western Syria.
Since October 1st, however, Israel has bombed Syria on several occasions, including their most recent attack on the western countryside of the Damascus Governorate.
