Interestingly, the Raiders had just paid Nelson a roster bonus of $3 million at the end of last season.
Nelson, 33, was picked up by the Raiders last offseason after the Packers released him. He was signed to a two-year, $15 million deal.
Nelson would have been battling for field time with Brown and Tyrell Williams, who also was just signed by the Raiders.
He finished 2018 with 63 catches for 739 yards and three touchdowns.
